The son of Vernice and Phyllis (Freeman) Riggan, Dean was born on May 27, 1942 in Des Moines. He attended Technical School in Des Moines but left to join the military before he could graduate. On February 27, 1965, he was united in marriage to Billie Kintz. Dean worked and retired from Economy Forms for 39 years, plus roofed houses and was a fix it man for many of residents here in Colfax.
